The important role of sub-national authorities was key to the success of this transboundary initiative. The experiences of this EBSA process emphasized the need for engagement with leading sectoral groups and decision-makers to facilitate co-design and develop motivational hooks, including economic strategies. These collaborations have strengthened the success of the proposed EBSA.
