Blue4All is a Horizon Europe project contributing to the EU Mission “Restore our Ocean and Waters” by addressing key challenges in marine conservation and restoration across Europe. The project promotes a more inclusive and effective approach to Marine Protected Areas (MPAs), closely aligned with the EU Biodiversity Strategy and national policy frameworks. At the core of Blue4All is the recognition that successful MPAs depend on people. The project places stakeholders at the centre of the process, working closely with local communities, managers, policymakers, and other actors to ensure that conservation measures are both effective and socially acceptable. Through a network of 25 Information Sites and Living Labs across the Mediterranean Sea, Baltic Sea, and North-East Atlantic, Blue4All co-develops and tests practical tools and approaches to support MPA design, management, and governance. These tools aim to strengthen ecological outcomes while also addressing social, economic, and governance dimensions. A key outcome of the project is the Blue4All MPA Solutions Hub, a user-friendly platform that brings together these tools and resources to support the development of effective, efficient, and resilient MPAs and MPA networks.

Blue4All is funded through the Horizon Europe Mission Ocean “Restore our Ocean and Waters” and supports its objective of protecting and restoring marine and freshwater ecosystems across Europe by 2030.
The project runs from January 2023 to December 2026.
Blue4All brings together 25 Marine Protected Areas (MPAs) and MPA networks, including 11 Information Sites and 14 Living Labs. These range from small coastal MPAs to large-scale networks protecting offshore and deep-sea habitats. The sites are located across the Baltic Sea, the Mediterranean Sea, and the North-East Atlantic.
Throughout the project, both Information Sites and Living Labs provide valuable insights into real-world MPA processes, including the challenges faced and solutions applied. The Living Labs play a particularly important role by testing and validating the tools and approaches developed within Blue4All under a wide range of conditions, such as different ecological settings, governance structures, and levels of stakeholder involvement. This ensures that project outcomes are practical, adaptable, and relevant to the diversity of MPAs across Europe.
The project brings together 22 partners from a wide range of institutions across Europe, including Belgium, France, Italy, Germany, the Netherlands, Denmark, Sweden, Finland, Estonia, Montenegro, Croatia, Ireland, and Switzerland.
