The Blue4All MPA Finance Planner is an Excel-based, science-driven tool that supports MPA managers in developing tailored financial strategies by identifying funding needs, assessing revenue streams, and analysing financial gaps. It guides users through a structured process to explore and compare financing options, helping to build sustainable and context-specific approaches to long-term MPA financing.

These guidelines apply a step-by-step approach for MPA managers, planners, and stakeholders to secure sustainable financial resources and improve the operational effectiveness of MPAs. It applies a business mindset to the field of marine conservation, aimed at ensuring that MPAs can thrive financially while fulfilling their ecological and social goals.

Monetary valuation methods: Benefit transfer

 

The benefit transfer method estimates the economic value of ecosystem services at an MPA by adapting existing valuation estimates from comparable sites, avoiding the need for new primary data collection. It is a fast and resource-efficient approach, but its reliability depends strongly on the ecological and socio-economic similarity between the original study site and the policy site.

PERCEPTION ELICITATION AND AWARENESS RAISING (PEAR) TOOLKIT

The PEAR toolkit helps MPA managers assess how local stakeholders understand and perceive an MPA while simultaneously raising awareness of its purpose and regulations. It explores perceptions across four dimensions (social impacts, ecological outcomes, governance legitimacy, and management acceptability) to identify the factors shaping stakeholder support, compliance, and long-term acceptance of the MPA.

The Blue4All MPA Solutions Hub is one of the project’s main outputs and is currently being developed as a central platform that will bring together the tools presented here, along with many others developed within Blue4All and across relevant past and future MPA initiatives. It is designed to help users identify and select the most suitable tools for their specific MPA challenges, providing a clear and structured entry point to available solutions.
