Deliverables

The deliverable maps the complex policy and institutional landscape governing MPAs across international, regional, EU and national levels, covering planning, designation, management, review, financing and stakeholder participation. Based on eight European countries across three sea basins, it highlights how responsibilities and designation types interact across governance levels and provides a reference for comparing MPA approaches across Europe.

Deliverable 1.2 presents tools and approaches for stakeholder engagement in marine conservation, based on literature and case studies from three European sea basins. It highlights bottom-up governance, co-management, gender aspects, and offers recommendations for effective participation in Blue4All’s Living Labs.

This deliverable presents results of social and governance tools implementation towards effective, efficient and resilient Marine Protect Areas (MPAs) and MPA networks management and design. The needs of specific MPAs (Living Labs (LLs) and Information sites (IS) are identified and the relevant social and governance tools are implemented. The report also provides a reflective account of lessons learnt in the tool implementation and recommendations for their future use in other MPAs or conservation areas.

The deliverable presents tools and methods for addressing social and governance challenges in MPA management and design, with a particular focus on stakeholder collaboration, communication, awareness, justice and equity. Drawing on their application in BLUE4ALL Living Labs and an Information Site, it summarizes key challenges, tool implementation and lessons learned while identifying factors critical to socially sustainable and well-governed MPAs.

The deliverable develops a practical framework for identifying and valuing the monetary and non-monetary benefits of ecosystem services in MPAs and OECMs. It reviews and assesses existing valuation methods and translates them into decision-support guidance to help MPA managers select suitable approaches based on their objectives, available data, resources and stakeholder needs.

The deliverable presents the co-development and testing of financial planning tools designed to help MPAs identify funding needs, gaps and suitable financing options. Results from five Living Labs show that effective financial planning depends not only on available financing mechanisms, but also on governance structures, institutional mandates, capacity and the adaptability of tools to local contexts.

The deliverable assesses how ecological and environmental data are currently used in European MPA processes, identifying gaps between recommended best practices and their application. It proposes an operational framework for more dynamic and spatially integrated MPA planning and management, providing the basis for subsequent decision-support tools in WP3.

This deliverable presents a comprehensive inventory and semi-quantitative assessment of digital tools equipped with the necessary analytical capabilities to support MPA managers and decision-makers, placing a special emphasis on user experience and the challenges faced by end users when interacting with these tools. The decision support tools (DSTs) assessed aid in integrating ecological and environmental knowledge into the design and management of MPAs. 

The deliverable documents the co-development and testing of spatial decision-support tools in six Blue4All Living Labs to better integrate ecological and environmental data on cumulative pressures, non-indigenous species and ecosystem services into science-based MPA planning and adaptive management.

This document's main purpose is to offer tools, examples, and guidelines for involving people directly in the collaborative projects set up between Blue4All partners and various contributors and stakeholders. These projects focus on repairing and enlarging Marine Protected Areas (MPAs), Other Effective area-based Conservation Measures (OECMs), and their networks. 

Deliverable 4.2 outlines a step-by-step approach for testing tools and engaging stakeholders in Blue4All’s Living Labs, supporting the co-creation of effective and resilient MPAs/OECMs. It feeds into a user-friendly Blueprint Platform for broader guidance.

Deliverable 4.3 outlines the formation of Stakeholder Engagement Groups in Blue4All’s Living Labs to support co-creation with relevant local actors. These groups ensure inclusive participation in tool testing, validation, and development of the Blueprint Platform.

This document outlines the tool testing and validation process carried out across the MPAs and MPA networks in the Blue4All project. It highlights the involvement of Stakeholder Engagement Groups and the project's work on equity, diversity, and inclusion. 

This deliverable report provides the process on identifying the needs and requirements of the ultimate Blueprint. 

Deliverable 6.1 presents Blue4All’s Communication and Dissemination Plan, detailing the strategy, activities, and timeline for sharing project results and knowledge. It defines tailored communication actions and channels for different target groups and provides supporting materials to ensure effective outreach and engagement.

The deliverable summarizes Blue4All communication and dissemination activities during its first 23 months, highlighting broad stakeholder outreach, 55 events, strengthened project visibility, and the development of the MPA Community Network and its Networking Platform.

This deliverable provides a second update to the strategy for addressing the ethics and Intellectual Property Rights in BLUE4ALL. It aims to identify the key ethical and legal requirements of the BLUE4ALL project in relation to the involvement of research contributors (i.e. stakeholders) for workshops, surveys and interviews, and particularly the identification and recruitment thereof. It also identifies the main Intellectual Property Rights (IPR) issues to consider in BLUE4ALL to ensure compliance with the Grant Agreement and Consortium Agreement.
